Established in June 2009, Port Colborne Feline Initiative (PCFI) is a registered charity that seeks to address the issue of Port Colborne's community cat population in both a humane and fiscally responsible manner via a number of resources including trap-neuter-vaccinate return, subsidized sneuter and feral kitten adoption programs.
